Three Guildford premises have applied to sell alcohol: a hair salon, a High Street vape shop and a Southway store. The hours applied for, and the comment deadlines.

Three Guildford businesses have applied for new premises licences to sell alcohol, and two of them are still open for public comment. The applications are published on Guildford Borough Council’s own licensing register, which lists a hair salon in Angel Gate, a vape and mobile phone shop on the High Street, and a convenience store on Southway (Guildford Borough Council premises licence applications).

The most unusual of the three is the salon. Lucale, at 10 Angel Gate, describes itself on its application form as a “hair salon, with a capacity of maximum 5 people at one time”, serving “complimentary bubbles to clients” between 11am and 6pm.

All three are applications for a new premises licence, which the council defines as one for a premises that does not currently hold a licence.

Lucale, 10 Angel Gate

The salon is applying to serve alcohol on the premises from 11am to 6pm every day, with opening hours of 8am to 6pm. Its application says alcohol will only be supplied to clients receiving hair services, will be served in moderation to seated customers, is ancillary to the hair services, and will not be supplied to anyone under 18.

The council’s published date for representations on this one was 18 August, so the window has now closed.

V&M Vape/Mobile/Off Licence, 227 High Street

This application is for off sales only, from 8am to 11pm seven days a week, with the same opening hours. The proposed licence holder is V & M Guildford Ltd, and the applicant asked for the licence to start on 7 September 2026. The council records the premises rateable value as £20,250 and the fee paid as £190.

The operating schedule offered with the application is detailed, and is the part a licensing sub-committee would hold the business to. It includes:

  • a Challenge 25 policy at all times
  • CCTV to Home Office guidance standards, capable of clear facial recognition, with recordings kept for 31 days and a trained member of staff on site whenever the premises are open
  • an incident log recording crimes reported, ejections, complaints, disorder, CCTV faults, refused alcohol sales and visits by police or the council
  • alcohol bought only from wholesalers registered under the Alcohol Wholesaler Registration Scheme
  • no self-service of spirits
  • invoices for alcohol, tobacco and vape products produced on request to council or police officers

Comments on this application close on 2 September 2026.

Southway Express, 113 Southway

The Southway application is the earliest-starting of the three: off sales from 6am to 11pm, seven days a week, with the same opening hours. It is described as an off licence and convenience store, the licence is asked to start on 18 September 2026, and the premises rateable value is recorded as £7,800.

Comments close on 14 September 2026.

What it means for you

Anyone can make a representation about a premises licence application, but only on grounds that relate to the four licensing objectives, which the council lists as the prevention of crime and disorder, the prevention of public nuisance, public safety, and the protection of children from harm. A general dislike of another off licence is not one of them; noise, litter, street drinking or hours that would affect nearby homes are.

If you want to comment:

  • Write to the licensing team at Guildford Borough Council, Millmead House, Millmead, Guildford, GU2 4BB, or email regulatoryservices@guildford.gov.uk.
  • Get it in before the closing date. The council says comments received after its office has closed to the public on the closing date will not be accepted.
  • Expect to be named. If you make a valid representation, your name and address are made public as part of the record of any hearing.
  • If valid comments are received, a Licensing Sub Committee hearing follows, and everyone who made a valid representation is invited to attend.

Copies of all three applications can also be inspected in person at the council’s licensing office at Millmead House. Anyone considering a representation is pointed by the council to the current guidance issued under section 182 of the Licensing Act 2003.

None of this is a decision. These are applications, and the businesses named have made no admission of anything: the register simply records what has been asked for and by when the public can respond.
